The document above is archived and fingerprinted, but its appropriation table has no parser yet, and OpenGovs does not publish figures it cannot reconcile against the document's own printed totals. Adding a city means pointing the extractor at the right table in city.json; the extractor refuses the table unless the rows sum to the total the city printed. See ADD_A_CITY.md.
